公務人員終身數位學習持續意圖之探討 / A Sudy of Civil Servants' Lifelong E-learning Continuance Intention

Abstract

[[abstract]]數位學習(E-learning)是現今工作訓練及繼續教育的有效學習方式,有鑒於公務人員接受終身學習及維持競爭力之需求,世界各國已將數位學習作為各國發展的重要策略,因數位學習有無遠弗屆、不受時空環境影響並有創造知識擴散之功效,本研究主要在探討公務人員透過數位學習經驗進行終身學習之持續意圖,並探討各相關因素間之關係,根據科技接受模式(TAM),資訊系統成功模式,組織因素(激勵、主管支持、技術支持),個人因素(自我實現、電腦自我效能、網路經驗)建構研究模型及研究假設以檢測公務人員終身數位學習持續意圖。 本研究利用問卷調查及統計分析,研究樣本取自台灣有使用過終身數位學習網站之公務人員,有效樣本為221人,回收率為74%,此研究採用結構方程式(SEM)分析,檢定整個研究模式之配適度與各構面間之關係。 本研究主要結論如下:(1)使用者的滿意度是公務人員終身數位學習持續意圖的重要預測因素;(2)認知有用性及認知易用性對滿意度有正面的影響;(3)系統品質對滿意度有正面顯著影響但資訊品質並無顯著影響;(4)主管支持對認知有用性有正面顯著影響但對認知易用性並無顯著影響;(5)技術支持、電腦自我效能、網路經驗在影響使用者的認知易用性扮演重要角色;(6)電腦自我效能對線上學習使用意圖有顯著正面的影響;(7)自我實現、激勵是影響認知有用性的重要因素;(8)大約56% 公務人員線上學習原因是為了求知及自我成長;(9)大約85%公務人員線上學習原因是為了獲得學習時數,這個部分也是現在目前台灣公務人員線上學習的主要原因,根據以上研究結果於文末提出建議及學術上以及實務上之管理意涵。 / [[abstract]]E-learning is an effective way for job-training and continuous education nowadays. In recognizing the need for civil servants to embrace the lifelong learning to sustain competitiveness, many nations around the world have created policies to develop e-learning as it overcomes the limits of time and space and contributes to knowledge expansion. This study is to focus on civil servants’ e-learning continuance intention and through e-learning experience to achieve lifelong learning and also explore the relationship between each factor. Based on technology acceptance model (TAM), Information system (IS) success model and organizational factors (Incentive, Supervisor Support, and Technical Support) and individual factors (Self-Actualization, Computer Self-Efficacy and Internet Experience) construct a research model and research hypotheses to survey civil servants’ Lifelong E-learning continuance intention. This research uses a questionnaire and statistical analysis method. The sample for the study is taken from the civil servants in Taiwan who have the experience of using the lifelong e-learning websites. The effective questionnaires are 221 surveys with an effective response rate of 74 percent. The research has adopted structural equation modeling (SEM) for its data analysis to examine the fitness and relationships among all parameters constructed in the model. The major results of this study are described as follows: (1) Users’ Satisfaction is the most important predictor of civil servants’ lifelong e-learning Continuance Intention; (2) Perceived Usefulness and Perceived Ease of Use have positive effect on Satisfaction; (3) System Quality has a positive effect on Users’ Satisfaction but Information Quality doesn’t have significant effect on Satisfaction; (4) Supervisor Support has significant effect on Perceived Usefulness but does not have positive effect on Perceived Ease of Use; (5) Technical Support, Computer Self-Efficacy and Internet Experience play important roles in affecting users’ beliefs of Ease of Use; (6)Computer Self-Efficacy significantly positively affects e-learning Continuance Intention ; (7) Self-actualization and incentives were critical factors in affecting usefulness; (8) About 56% civil servants’ e-learning reasons are to acquire knowledge and personal growth; (9) About 85% civil servants’ e-learning reasons are to acquire learning certificate. This is currently the main reasons of civil servants’ e-learning in Taiwan. Based on the findings of this study, suggestions and implications were proposed in the final section.
