The objective of the project "Open ICT based platform for energy efficiency evaluation of buildings" is to provide data from existing databases on building properties, energy consumption, energy reviews, complementing measurements etc. for energy efficiency evaluation software and services. Consumption measurements of electricity, heat and water are one of the central sources of information. The report presents and discusses: 1) the situation of smart consumption metering sys-tems in Finland and in other countries, 2) needs, possibilities, barriers and service mod-els to utilise metered data, 3) framework formed by legislation and business models, and 4) needs and availability of metered data for energy efficiency analysis of buildings. Conclusion is drawn that lack of common minimum requirements regarding the avail-ability, communication interfaces and content of metered data is a barrier to energy effi-ciency analysis and improvement and can thus have expensive consequences.
