Eine Weichenstellung fuer die Zukunft des Umweltbundesamtes stellt die im September 1994 vollzogene Neuorganisation dar. Das Amt wurde damit auch organisatorisch zu einer der modernsten Umweltbehoerden Europas. Die neue Organisationsstruktur hat Modellcharakter fuer Bundes- und Landesbehoerden auf dem Gebiet des Umweltschutzes. Die alte, auch in den Umweltgesetzen heute noch ueberwiegend aufzufindende medienbezogene Organisationsform mit Abteilungen fuer Wasser, Luft, Abfall usw. wurde im Fachbereich Verfahren und Produkte in eine neue branchenbezogene Struktur ueberfuehrt. So werden kuenftig integrale Umweltschutzstrategien gefoerdert, indem die Umweltprobleme eines Industriebereichs von den Emissionen in Luft und Wasser bis zum Abfall in einer Arbeitseinheit zusammengefasst behandelt werden. Diesem technischen Fachbereich ist in einem gewollten Spannungsverhaeltnis ein Fachbereich gegenuebergestellt, der in der Funktion eines Umweltwaechters Qualitaetsziele und -anforderungen formuliert. Die Vollzugsaufgaben des Amtes wurden in einem weiteren Fachbereich gebuendelt. (orig.) / The switches for the future course of the Umweltbundesamt were shifted by the reorganization that took place in September 1994. It has made the agency one of the most modern ones in Europe, also with organizational regards. The new organizational structure has model character for the federal and land authorities in the area of environmental protection. In the old form of organization according to media, which is still mainly to be found in environmental laws, water, air, waste, etc. were dealt with separately; the new department ''Methods and Products'' is organized according to industrial sectors. It permits in the future to make better use of integral environmental protection strategies by combining the environmental problems caused by an industrial sector, from emissions into air and water to waste, in one administrative unit. Purposely in opposition to this technical department is a watchdog department whose function it is to formulate quality targets and quality demands. The executive tasks of the agency are combined in a further department.
