Abstract

Abstract The recent turbulent events in Europe make forecasting futures for the region almost impossible. This essay instead constructs four alternative scenarios for Europe, focusing on questions of citizenship, civil society and political participation. The first two scenarios look in contrasting ways at the role of political ideologies in a future Europe. The second two scenarios present possible relationships between the citizen and the state in the new Europe. The implications of these scenarios for European citizenship and participation are considered.
