This study describes the development of an emission measuring system for the quasi-continuous determination of polychlorinated Dibenzo-p-dioxins and Dibenzofurans in stack gases which have low dust concentrations. The emission measuring system consists of three components, a continuous operating sampler producing a stack gas condensate which contains an indicator congener, a HPLC-clean-up system to enrich the indicator congener an to separate it from other residual organic components and a GC/MS system for the isolation and quantification of the indicator congener. The study describes the development of every device and the following construction of the prototype DioxinCop. After the installation and the starting-up phase of the emission measuring system at a hazardous waste incinerator a three month field-test was performed. The results obtained with the new emission measuring system are in a good agreement with those of the German standard measuring method VDI 3499 or DIN EN 1948. DioxinCop generates every 60 to 80 minutes an emission value depending on the chosen indicator congener and is therefore much faster than the standard methods which need about two weeks. The detection limit is between 0,1 ng-TE/Nm"3 and 0,003 ng/TE/Nm"3. Together with the sensitivity of the DioxinCop measuring system it is possible to perform a timesaving monitoring of the emission limit values regulated by law. DioxinCop is the first worldwide system which is able to give online emission values of I-TEQ relevant dioxins.
