Simpang Jl.Jend.A.Yani-Jl.R.Intan (intersection Arjosari) is the northern gateway city of Malang with traffic flow than the North, South and East. At a distance of 200m, the east-there are no signalized intersections Jl.R.Intan-Jl.P.Suroso and south direction at a distance of 300m there is a train crossing. In an effort reduce the long queues, the Northern and Southern approach applied open-close system operation. Where traffic flows North approach (U-ST) was transferred via Jl.R.Intan and traffic flow in South approach (S-RT) was transferred to Jl.Bale Arjosari. Settings intersection of this condition are ignored, where the transfer of traffic flows North approach to evacuation traffic flow east approach (Q-RT) and Southern approach to reduce long queues. But the impact arising from this open-close system, among others, increasing vehicle operating costs due to route the play. In this evaluation will be known increased range of diversion routes I, II and III and additional vehicle operating costs due to the operating system open-close approach intersection of North and South-Jl.R.Intan Jl.Jend.A.Yani. The analysis in this study was conducted to determine the additional variable costs of vehicles, with Toyota Kijang type represents a premium fuel vehicles and Isuzu panther represents the diesel-fueled vehicles. The method used in this study adopted the method of the Directorate of Land Transportation Jendaral 1996 for the evaluation of vehicle operating costs. Addition of vehicle operating cost shifting condition I is Rp.992, 15 for premium fuel vehicles and Rp.921, 61 for diesel-fueled vehicles. Addition of vehicle operating cost shifting condition II is Rp.496, 08 with a point to go F and Rp. 1262.70 with a point to go G to premium fuel vehicles, and Rp.460, 80 with a point to go F and Rp. 1172.95 with a point to go G to diesel-fueled vehicles. Addition of vehicle operating cost shifting condition III is Rp.811, 76 for premium fuel vehicles, Rp.754, 04 for diesel-fueled vehicles and Rp.2.020, 59 for public passenger transportation vehicles.
