We have tendency to consider the globalization processes and the localization processes like two separate realities. We even oppose the possibilities of transformation of the reality in the context of the local thing, to the heavy slab that supposes the global universe of the flows and of the fragmentation. Certainly the subsidiarity principle, one of the emblems for the policy on the EU, talks us repeatedly of the necessity and importance of bringing near the processes of change to the immediate reality of the citizens. In this lecture stays that this focus, is an ideological one that answers to a logic of production of the space, of production of the city comparable to the logic that produced the industrial city and that it seeks to hide that the metropolitan configuration is linked directly to the general globalization processes.
