His main goal is the development of the individual and to create the greatest opportunities. Nakai's proposed solutions are the establishment of scholarships, and a Navajo Academy. Also proposed is the development of trade schools and a tribal employment program. He proposes a thorough economic study of the Navajo Reservation which would lead to productivity and employment of the Navajo people.
