Abstract

Abstract Those on the frontier of analyzing trade interventions in strategic and non-competitive environments have argued that new rationale for policy must be recognized once one leaves the competitive mold. Their view is supported by observers and policy experts who wish to incorporate the new rationale into an appropriately expanded framework. This paper reports an a welfare measure which meets these objectives.
