Elvira Marquis was born in Pulaski, Pennsylvania on October 18, 1859. From 1893 to 1898, she was in charge of the Department of Literature at the Washington State Normal School in Ellensburg. In 1898, she married H. S. Elwood who owned a drug store for many years. Mrs. Elwood served two terms as recording secretary and two terms as president of the Washington State Federation of Womens Clubs. She was elected in 1928 to the city council on which she served for 15 years. Elvira lived in Ellensburg for 50 years before she moved to California. She died on December 2, 1947 in Oakland, California.
