The incompleteness and ineffectiveness of international institutions call for urgent responses to be found in the form of collective actions carried out by the entire international community. Yet, exercises in drafting proposals for global governance are frequent but many concern the creation of a few new institutions. Historically, these public institutions have acted without real interpenetration, isolated from each other, that is to say without using the strength of all collective intelligence. It also seems that current regulations are not up to the level of interdependencies.
