Abstract

Abstract The U.S. Interstate Commerce Commission (ICC) first prepared the Interstate Commerce Acts Annotated in the late 1920s (and later supplemented the publication) pursuant to Senate resolution. Commercial publishers expressed little interest in preparing a reference work needed to provide access to the voluminous regulatory materials produced by Congress, the ICC, and the federal courts in the process of transportation regulation. The effort represented a governmental initiative to make information available to the public when private enterprise had failed to do so.
