Abstract

Abstract The draft treaty proposals on the exploitation of the seabed by the U.S.A., the U.K. and France are compared and analyzed. It is concluded that the U.S. has proposed the most constructive and detailed suggestions for an international regime governing the exploration and exploitation of the resources of the seabed. The U.K. proposal, although being less specific than the U.S. one, also offers many constructive ideas. The French proposal, however, leaves much to be desired in almost every respect.
