Abstract

Wolfgang Kleinw&aauml;chter explores the impact of the information economy on our lives. He argues that we live in a period of transformation where the old governance system, rooted in the concept of the sovereign nation-state, is complemented by an emerging new governance system, which is global by nature and includes more actors than the 180+ national governments and their inter-governmental international organizations. He sees a new trilateral arrangement emerging that is driven by market needs and user interests. Such a trilateral arrangement offers an opportunity for shared responsibilities among groups that have both common and divergent interests.
