Abstract

Abstract We study the effects on the equilibrium tax of refunding firms' pollution tax payments. Can lobbying yield stricter environmental policy? Do imperfect property rights affect policy? Clean firms may favor higher pollution levies, but insecure property rights reduce this incentive.
