Abstract

A late-2011 rate filing by Northwest Natural Gas proposing a radical shift to relying solely on a demand charge for fixed cost recovery offers a revealing window into the overlapping issues of fixed cost recovery, rate setting and fairness, and their implications for adoption of renewable energy.
