After iilltial consultations in 1992, a number of countries in the region established Teclnlical Working Groups'(TWGs)comprisinghigh-levelrepresentatives ofthe private and publksector. The TWGs identified the main constraints on increased regional .. tra<:ie,. payments. and investment .and made recommendations on how to overcome them. The recommen~ion,s were. reflected in ~ Concept Paper, which was adopted by the pan;i~ipating cotmtrles ~t the FirstMinisterial Meeting (Kampala, August 1993).
