Over 5 m1llion workers or 4~ of the Community labour force* are unemployed. But if we are to have a comprehensive view of the situation we must also allow for the ~million workers on short time as well as those workers who are under-employed and those who :have temporarily withdrawn from the labour market because of the difficult situation.
