This research makes a historical analysis of how the law has developed in science, technology and innovation and how librarianship perspective this development can be measured through the scientific literature, where thanks to the number of articles and citations generated the same can generate an impact indicator of public spending in this area, and so in this way to assess whether public policies are being assertive. Worth mentioning that in some areas these measurements can be criticized for being selective as they are just some magazines and certain characteristics that are integrated into these systems, but ultimately are the resources used by the Mexican government in order to have a state of art of producing its researchers, as these topics.
