Abstract

The Internet has become a target for individuals with the financial resources and technical expertise to cause significant damage. Intruders of all kinds — employees, hackers, terrorist groups, foreign governments conducting political and military intelligence operations, and domestic and foreign enterprise engaged in industrial espionage — have contributed to the increasing level and sophistication of threats to computer and telecommunication systems.
