The Top-Up Programme is a course that offers preparation for and access to higher education for 17 and 18-year old school pupils from under-represented areas. It is part of the SHEFC funded GOALS (Greater Opportunity of Access and Learning with Schools) Project, which offers a continuum of provision from ages 10 to 18, building from fun activities to a rigorous preparation course. GOALS is delivered by all six of the higher education institutions in the West of Scotland to 44 secondary schools and their 255 associated primary schools. The GOALS project began in August 2000 and will run for at least eight years in order to afford pupils who start the programme at age 10 to progress through the entire system.
