Abstract

Defense Policy at the Dawn of a New Presidential Term, by François Heisbourg Despite significant doctrinal and organizational reforms, French defence policy will have to undergo major re-ordering in order to ensure its relevance and effectiveness in the post-Cold War era. Four areas call for priority measures in the time-frame of the next presidential term: the growth of a European intervention capability; the move towards an all-volunteer force; a vigorous non-proliferation and counter-proliferation policy meshing in with the existence of France's nuclear deterrent; a restructuring of France's defence budget, in order to reflect post-Cold War priorities ― intelligence-gathering, surveillance, stand-off weapons, force projection ― which in turn implies a Europeanisation of the defence industry.
