The cover story, "Verification: Will It Work?" summarized the critical role we are playing in proving that verification is not a technical stumbling block to arms control. The cover photo and a side bar within the article feature an experiment conducted in the Soviet Union by our seismologists in September to demonstrate that very small explosions can be detected, even when masked by earthquake tremors. For our supporters and skeptics alike, we hope this article clarifies the value of NRDC's involvement in this historic effort. The extra support our board and special friends have lent us has enabled us to contribute to this renaissance of the test ban issue. We are deeply grateful to have this opportunity to work with the Soviet Academy of Sciences. I enclose a copy of the story for your review. With test ban talks a possibility before the end of the Year, it is doubly important that we continue our project. We must cultivate the congressional interest in our project which has prompted unprecedented pressure for a moratorium. At the same time, we must work to ensure that the Administration's open opposition to a test ban does not preclude successful negotiations. The data our scientists are collecting and analyzing will form the technical underpinnings of any no-testing agreement reached in the near future.
