協働化イノベーション : 京都市の取り組みを事例として / Cooperative Innovation : with the Example of Kyoto City Policy Projects
本研究では、公民連携における市民参加について論じる。官と民が連携を強め、行政サービスが行き届き市民の活力を反映したよりよい社会を創っていくプロセスを協働化イノベーションと呼び、実現のための指針を提供することが本研究の目的である。事例分析として、京都市の政策評価および事務事業評価の実証分析を行ない、現行の評価システムの問題点を検証、適切な市民参加のあり方を論じる。京都市ではこれまで市民参加に関して定性的な分析しか行われていなかったが、本研究では蓄積された1400件に及ぶデータを数値化し、さらにプロジェクトの性質を3つに分ける「政策重要度別段階分類」の上、相関分析・回帰分析を行なった。これらの結果、市民満足度を目的評価指標として活用し、市民の実施段階での参加をすすめ、プロジェクトの性質分類ごとに...
