We view pencils of real cubics as foliations of the real projective plane. We single out decomposable pencils, which are particularly simple, yet topologically versatile. The theory of rational elliptic surfaces is relevant, but does not appear to address all of our specific questions. Here we undertake a more direct and elementary investigation.
